You can calculate the rotational affect by looking at the difference between the gravity forces at the north pole and the equator ,and it's only a difference of about a 1/6 of a ounce of weight per two hundred pounds not enough to produce a small wave at the equator even!!! Rotational g force is .00003 which you would probably not be able to feel !!

My bad rotational GF is actually 00.00291 still would be hard to notice a change that small.

Neil your conclusion is flawed. You have assumed that the force that stopped earth only acted on the mineral portion of earth and not the entire planet. What happens if the entire planet stops rotating?
