I don’t get in trouble and never had a record but this is why I hate police. When they call me for donations I hang up. When firefighters call I donate. Bullies join the police department or people that got bullied on.

You are very close to the problem of policing. Laugh at a cop and they, yes, they will retaliate against you, though laughing is not a crime. Now as to why close to the problem. The hiring practice is hiring thugs that laugh at the misery of others yet cry when they receive the same "attitude". Sociopaths do quite well in government and this is the real norm.
