The country's judiciary cannot bring such a change. The rationale being these people have already committed gruesome crimes. A crime once committed cannot be revoked. Yes, if there is proper childhood intervention from the side of parents, teachers and care givers at the early stages of development, the thing could be avoided. Even today many people fail to understand how much parents play a major role in most of our lives. The solution isnt to train the judiciary or the police rather the parents who create such an individual who later on turns into a monster. There should be awareness programs for guardians to attend because nowadays there is little scope of genuine parenting skills seen in the generations.

Psychopaths need treatment for their mental condition so that they can realize how much mentally as well as physically they have tormented people. They need to realize their crime in order to take proper punishment, otherwise they will blame law for punishing them without realizing their crime and keep on taking lives in order to satisfy their selfish desires. Nothing can justify such serious crimes not even criminal's mental condition but their mental condition should not be taken as a reason to reduce their sentence, they should be treated for their psychotic condition and then they should take their punishment.
