Yeah, this is big adult person cinema, not some rom-com, dumbed down comedy, paint-by-numbers drama or the like. Can't take the crashing waves in the deep water, then stay on shore or in the 3 ft. end.

Fun fact: this whole scene was actually improvised by Joe Pesci. He revealed in an interview that it was a conversation he overheard 2 wise guys in a bar saying and implemented it into the movie. The director Martin Scorsese loved it so much he decided to keep it in the final cut

Tommy, in real life, was a piece of scum that deserved what he got. Can't deny he loved his mama, though.

Ironically the guy asking Joe pesci for the money is a real mobster. He went to jail a few years ago for something mob related.

He knows that everyone is scared of him and will fake-laugh to not insult him and (possibly) get killed. Everyone around him is fake, and it pisses him off. He can never be truly, honestly, funny.

Joe Pesci based this on an actual interaction he witnessed between mobsters. It's clear most of the reactors don't have a grasp of street guy etiquette, as this type of scenario wouldn't be out of the ordinary for wise guys.
