What is ICMP (Internet Control Message Protocol)?

I never block ICMP because I'm 9 years old and I've just learned the concept.

Answer to question:
Whenever we initialize a connection with the server ,if the target port is filtered then we will get an ICMP unreachable packet/flag or message from the target port..
PS:correct me if iam wrong somewhere. :)
