If there are 7 million jobs open the answer might be to stop subsidizing college for BS degrees and make blue collar work desirable again.

Something else to consider, the immigration in the 20th century also had the benefit of broadcasting which did unify pop culture and language. Today due to social media and the Internet we do not have that same level of cohesion. We might have also argued tenants of Protestantism vs Catholicism vs Judaism but we all had a moral basis in the Old Testament 10 commandments. Cuomo is unwilling to admit the rules might be different now.
