Sounds to me like a bio-weapons lab. The goal being to create something similar to the Blob. Earliest stages being the creation, followed by the eventual experimentation to figure out how to control it. The closeness to the zoo was to make it easier to get ahold of a wide variety of specimens to figure out what genetic structure worked best. The only reason they didn't kill the guard for poking around was the fact that there isn't much he could have told anyone. Anyone outside of his group of other guard buddies would think he just hallucinated the matter.

I'd like to combine this into the story I'm trapped in the security office at work, and make a creepypasta universe.

That poor rat got turned into a symbiote freakshow only to be buried alive. That sucks, man. :( I'd rather they just put it out of its misery.
