If you put a thief mask on a raccoon it will not do anything because the racoon's face got a black spot that looked like a thief mask. Look at Sly Cooper because when he put his mask on it looked the same as when he not wearing one because he a raccoon. Raccoon are always portrayed as thieves because that their animal stereotype look at Sly Cooper from the Sly Cooper series. Rigby from Regular Show is also a raccoon stereotype because in the earlier episode when Rigby was immature he used to steal stuff like the wizard's magic keyboard and tried to con Benson to get free cake.

I can actually tell the difference. The doctor raccoon has sharp claws while the janitor raccoon has blunt ones. Obviously, this is due to their lifestyles, one is wild while the latter is civilized and hence, practices proper hygiene such as cutting his nails.

Honestly, considering that the Family Guy universe is one where talking animals have a place in society, It's a really big missed opportunity not to have a raccoon doctor as a recurring character.
