The scriptwriter got lazy in writing Huo's character. I've never seen any drama where the second male lead is as thoroughly obsessed with the female lead as Huo is with Xu Lai, and from start to finish too. The writer should have stopped this trajectory at episode 10 or somewhere earlier. The script has tons of plot possibilities but this drama's writer wasn't creative enough to explore them for Huo. He's a smart businessman who should know better that forced love will never thrive. It'll be a losing proposition to pursue a girl who already said no in thousands of different ways. And who goes to a disaster zone wearing a suit and leather shoes?
