It looks like a former Sea Bed that has been exposed to Sun for a Very Long Time . When the Atmosphere Vanished it left nothing to be kept within it . Without Moisture everything eventually will suffer wind and sand erosion . If you could excavate one of those ridges and expose some unexposed material . Then you will find the Fossils . The Very Fine Dust Blowing around . Are the remnants of the Fossils that have been exposed . That is why you won't find them on the Surface .
