I have a theory what if shanks knew rocks d xebec was alive, let luffy eat the nika fruit and then wait until luffy reached his peak so that when the time to “claim the one piece” comes rocks will somehow be there and luffy, shanks, kid, law, and the rest of the worst generation all team up to fight him for the one piece. Once t hey beat him they all compete for the one piece and im pretty sure since oda said “once a pirate with an eye patch comes will mark one piece nearing its end” i personally think that either rocks will be wearing the eye patch or luffy will get a scar and wear the eye patch then “the end

My guess is they didn't want him interacting with other inmates since he's supposed to be erased from history, cant have the most charismatic pirate captain in OP interacting with other people, especially people who are strong and dangerous enough to be in level 6. Also golden lion shiki was in level 6, wouldnt of made sense if shiki escaped and told no one rocks was down there too. Having him frozen in level 5 is so smart.. leaves room to foreshadow him in a fun and non obvious way. Like, they couldve made a super secret cell for just rocks himself, but where's the fun in that :p Giga-brain play by Oda if he actually is Rocks.

Level 6 is execution grounds, level 5 is for prisoners who are not powerful enough to be required to kill. Or in some rare cases, Unable to BE killed.

i don’t think thats xebec… although what i do think is… he is xebec’s son or relative that hasn’t been confirmed by the impel down staff so they put him in the level 5 impel down floor to preserve him just in case he is related to xebec and if he was they’d have no problem transporting him to the 6th level

My theory:its docter hiriluk choppers father (not his real) let me explain so we saw that hiriluk got shot and died in the snow right? So in drum there might have been snow storms and he has been covered in snow so after his death he might have froze maybe the marines or the soldiers on drum took his body to impel down for a funeral when the guy "preserved for the future" he mifht reincarnate in to another person with a different name to become a docter again you know what im saying?
