Just give a Pokémon the ability contrary and only moves that raise stats. Stats can just be actually as low as possible like 1 across the board.

i think the weakest pokemon would be smth with slow start, 1 on each stat. only healing moves tho but since it has 1 hp its useless

How about an ability that makes ALL moves recoil moves?

Go for splash? Die to recoil. Toxic? Recoil. Synthesis? Protect? Get fucked, die to recoil.

Edit: I like the stall idea, but it can be taken further. 255 attack, but it doesn't learn any physical moves. That way the ONLY way that attack stat comes into play is if the enemy uses Foul Play, which doesn't end well for obvious reasons.
