Convert to German Driver's License with 5% Discount

Assalam o Alaikum, I have a provisional driving license from Belgium. I had learned everything from school. I came back to Germany because of my work. I applied for licensing in the license issuer authority but they told me that it is not possible to change because it is a temporary license. Could you please let me know what to do in this case? your valuable comments over this case will be appreciated!

Thanks for the very informative video.
I got my Indian license in the month of Oct'18 and traveled to Germany in Dec'18.
I have already started my process of conversion and nobody has said that my license is not valid for conversion since it is less than 6 months. I also have the letter from TUV confirming that I can proceed with license conversion.
Has the rule changed or am I missing something here?

Hi, I need to convert my Pakistani driving license to German, but my driving license is issued only 2 months before the date of my first City registration.
So could you please confirm the following point mentioned in the Eligibility:
"Your country's driving license should be older than 6 months from the date of your first City registration (Keep a copy of first city registration)"
