He is not the representation of America aka what John Walker was doing when he was paraded around as captain America. Cap is supposed to stand up for what’s right with honor and integrity. He is not afraid to stand up to anyone or anything in the way of doing the right thing. In civil war he knows the government is about to take away the freedoms of his team and he knows the government can be corrupt and like he says his faith is in the people to do the right thing not just the government.

When Elon Musk, I mean Hydra, takes over the government.

My favorite part about this is that Cap's reputation and integrity is so strong, nobody in the building questions what he's saying. From the grunts and office workers to the world leaders meeting Alexander, they all immediately trust his word.
