If you watch Eric Dollard's lectures like the History and Theory of Electricity, you will find out that dielectric impulses and electromagnetism are two different phenomena and can't be measured the same way, thus the reason their volt meters and ammeters most likely did not register a reading... and in addition to that there are more spectrums besides just the transverse wave based electromagnetic spectrum, for example the longitudinal magneto-dielectric spectrum. Nicola Tesla and Dr. Thomas Henry Moray were two scientist engineers who worked with these alternative types of electric fields, specifically the longitudinal dielectric spectrum and developed inventions to manipulate these pulsed longitudinal dielectric waves (some refer to as "cold electricity") and take advantage of the phenomena for industrial purposes.

Also if you read Fulcanelli's books (and the documents of the other Hermetic Philosophers and Alchemical Adepts), and then start getting into much of the literature written by the members of the Theosophical Society, they further explain some of this phenomena and also the issues surrounding using it, along with the reasons why this guy's "master" who most likely residing on the Astral Plane or higher even Mental/Mind Plane came down and chastised him for his behavior. Anyone interested in this type material will probably find the aforementioned literature from the members of the Theosophical Society like Helena Blavatsky, Charles Webster Leadbeater, Dr Annie Besant, Dr Franz Hartmann, Manly P Hall and many others extremely interesting!

Another thing worth checking out would be Dale Pond's lectures on John Worrell Keely and his SVPWiki on the Sympathetic Vibration Physics of John Worrell Keely who was affiliated with the Theosophical Society thru his patron Clara Bloomfield-Jessop who was a member!

If we all were educated about Natural Philosophy like the scientists, engineers, and inventors from before the first World War, then these phenomena would not seem so strange and supernatural to us, and instead we would understand that what we perceive with our 5 senses is only a very small portion of reality, and this has been explained by the Occultists and Alchemists since the beginning of history who consider conscienceness and metaphysics to be an additional variable to factor into "Standard Model of Physics" which changes how the equations express themselves and alters the way we should perceive reality compared to the standard western mainstream scientific point of view.
