My personal theory: there are multiple scarlet men. They've known much about these mysterious monsters through possibly ancient texts exclusive to their community. The talk of old gods possibly implies a religious motivation for their actions, luring foolish hunters in battles stacked against them.

My thoughts of scarlet mystery man's absence in world and ice borne, is because he is not in the new world. So maybe he has no knowledge about the new world as of that time.

I mean i read in the First game a Text who says: The Legend of the Great Hero says that he is a Wyvernian Older as the Time and mayby the First Hunter of his Kind. He is the only Person who Lives with Wild Dragons, Speak there language and Riding them.
I don't know at this time that the Wyvernian are the Guys with the Pointy Ears. What i was thinking at this Time was that the Text describes some kind of Extinct Human Dragon Supspecies.
But a Guy Who can't die and had his Eyes and Ears Everywere sonds like the Scarlet for me.

I also have another theory that’s kind of an add on to another. What if the Scarlet Mystery Man, being multiple people in generations, is actually a secret agency a bit like the Harpers from D&D. The Scarlet Mystery Man per generation goes to the Kingdoms of the MH verse and warns kingdoms of disasters and also gathers strong hunters to get rid of calamities around the world before they even begin. Like destroying Fatalis, White Fatalis, Crimson Fatalis, and Alatreon.

To the Fatalis theory, I really don’t think the Fatalis in world is the same one who destroyed the kingdom. The legend of the Fatalis who did destroyed the kingdom, the civilization, and the surrounding area mikes away from Shrade itself. I think the Fatalis in world is probably the predecessor to the one who did destroy Shrade and continues to live there til the Guild arrived.

Here’s a theory- The Scarlet mystery man could have been somone who knew dark magic or sorcery to perhaps reviving the black dragons from the ground. Just think about seeing how powerful and ancient these black dragons are its possible they were eons old living 100,000s of years ago and It could be suddenly. Their species is wiped out most probably of things such as lack of resources as many ancient predators like Megledon in the real world died of due to their own species over killing the ecosystem. Same could have happened to the black dragons. But this mysterious man could have possibly revived them 1000 years ago. Hence the guild thinks they came at this time when actually they are much older and just simply went extinct. And then this man formed a cult passing down His teachings telling the world about black dragons then selecting one student of his cult to pass down the robe being the next Scarlet mystery man who would then start another cult repeating the process.

He is the admiral from MHW. All makes sense. Remember how he knew where rajang was and fought it bare handed?

Perhaps he is as well a monster just curious to see us hunter perform.

I think it’s more plausible that the scarlet mystery man is actually not just one man, but a group of people: The guild knights. I could definitely imagine these people having access to information such as this, and relaying it to our characters because they know that we can handle it. But realistically its probably just a joke character made to mess with us lol

There likely isn't that much time passing between each main game entry. Some of the games referencing events of others in the present tense, recent happenings, or if the events of Generations are actually canonical, can be viewed as taking place within days/weeks/months of each other. With the exception of some dialogue referencing this figure existing in the past - the one we "know" in the present doesn't ever have to be a cultish group of figures, a long-lived Wyverian or even some immortal. It can just be some guy.

"Destiny waits for no one, Hunter" that line goes so insanely hard...

Perhaps he's somewhere between all 3.

A Wyverian who's resonating with powerful monsters and is able to basically predict the future. He may live a very long time as a Wyverian, but he's not immortal. Likely what happens is he chooses a successor or successors forming a sort of cult of individuals who can resonate with powerful monsters and thus spread the forewarnings about the impending events and/or dangers, also explaining the variations in the song.
The boredom? Well, with knowledge of the future, he knows what's going to happen already. That's kind of boring. They're likely wanting to see an unpredictable outcome by setting up slay/repel quests for Hunters to take on. There's also no fun in predicting and preventing a chaotic end-of-the-world fight. There's also the risk a madman would try to aid the calamity incarnate, after all, it is Humans.
Creation of the Guild? It's the aforementioned cult.
I personally believe that it could be an unknown, hyper-intelligent monster that's sending these quests. No, not like a monster shapshifting into a human, a monster writing or influencing and controlling someone to write it down and sending it in. In all fairness, it is very much an out-there theory, but if this unknown entity is controlling someone (or is a humanoid monster, much like the Wyverians could be considered) they'd probably sound very bored not knowing tone when communicating with others. Fatalis has a roughly human-level malicious intelligence, showing that it can even try to mimic Hunters out of spite. Plus, it'd need to conceal its identity anyways, hence the robe/cloak. The robe/cloak could even be part of the creature, like how the Magalas use there wing-arms like a cape, or mimic humanoids like how Ahtal-Ka used various random scrap wood and metal parts to form a dragonoid mech; similarly, most Temnocerons used the skin of another creature or their own webbing to form what could be called "clothes," though this isn't mimicry as far as I can tell. It might even be the first and likely only monster that cares about non-monsters as some people would care about monsters.

Guesses:

He is the secret head of the guild, possibly a full-blooded Wyverian.

He's the Caravaneer from 4U, or related in some way.

There are multiple 'Scarlet Mystery Man' people, and each carries the lore forward, but the organization/person is limited to the Old World.

He is/was some kind of prophet, and delivered/wrote the quests a long time ago, only to be shared with a hunter/hunter(s) with specific qualities.

Y'know. Sometimes developers put a mysterious character into the game for the sake of being mysterious. Knowing how iffy monster Hunter Lore is I doubt he has any significant relevance. They needed a character who gives out quests for top notch hunters. That's it.

I have a theory that might put most of these theories together.

I think Scarlet Mystery Man (let's call it Scarlet) existed as a Wyverian 1,000 years ago, warned the kingdom as mentioned in the video, but when they didn't believe him, he created THE GUILD that hunts monsters along with the few survivors of said kingdom (assuming there are). Then, as time went by, the first MH title was released and right there he encountered the one who did the impossible, slay dragons that are a terror of legends. A feat that only he, the hunter (you), could do? And by the end of the series, he recruits you to become the next Scarlet after you retire from hunting in order to prepare future hunters for the next calamity that will follow? This will explain Scarlet's extensive knowledge of the monsters because he already encountered them before as the hunter from previous titles continuing the cycle. This would also explain his authority from the guild because they know he's the previous hunter that did the impossible, looking for the next hunter who would do the same. Which is why they let him post such ridiculous quests.

TL;DR
There was an original Scarlet who was succeded by the first hunter and is now a moniker for the previous hunters (you) from the previous MH titles.

My theories go something like this

1st one is Mystery Scarlet man has a succesfor
since ever the game started there's the elder as you said...he was once a High rank official maybe he forsee the the incoming attack of the Black Dragon they say the first elder fought the so called black dragon turns out to be Lao Shan and he manage to repel it some says he retreated because Lao Shan saw Fatalis...
and now after that they were attack by Fatalis at time Fatalis arrived
and so called scarlet man flee the guild with knowledge of the upcoming elders

because i saw one secrets a giant sword from Pokke Village where you can get Black Materials to make Dragon attribute weapons maybe the Elder used it to fight

and then after the attack the Mystery Man hides in the shadow and ask very known hunter to fight this quest in order to get he/she successor

and now 2nd theory is
he maybe have the power from the Wyvernian and able to for see the future of the eye of the Black dragon and gives warning to the Scarlet

this may sounf dumb but maybe as the scarlet man grew older the power gets stronger and must be pass down before idk maybe to past the knowledge and power
he gained

the Mystery Man would journey for generation to find hunters

the only hole in my theory is if the mystery man had a successor maybe the Huntsman is also one of the Mystery Scarlet man students since he have vast knowledge of Elder too...please bare with me im really bad at english thank you

What if Scarlet Mystery Man is not a single person but rather a group of people. A group that is perhaps outside of the Guild and strictly dedicated to keeping watch over the black dragons and dealing with them should the need arise. Perhaps the quests you get serve a dual purpose, both dealing with the black dragons and finding a hunter skilled enough to do so and bring said hunter into their group. Kinda like an exclusive club for those who have hunted black dragons.

my theory. in most of the games where you hunt fatalis, its armor talks about fatalis' spirit possessing you and one story that says hunters that wear the armor eventually dissapear before a new fatalis appears. the scarlet mystery man is a hunter on the brink of transforming into fatalis and needs a hunter to slay him when the time comes. so he uses captured and tracked monsters to train the hunter they chose to slay them, though this just leads to a hunter using the fatalis' parts to make new armor and repeating the process.
it could also be that its a hunter half possessed by their fatalis armor leading hunters to slay other fatalis as they awaken, and the reason we dont receive quests from him in world is because he finally succumbed and transformed into the fatalis we fought at the end of the game.
