Why is everyone praising the female police officer? She was not doing her job well, she even said she didn't want to be there. She was more focused on getting the issue resolved ASAP than actually hearing the complaints and addressing them. She mentioned at some points she wants this to be handled like adults, as if threatening and intimidating behaviour isn't illegal and a concern? She's trying to justify and excuse their behaviour on their lack of knowledge regarding the law. That's no excuse, and it shouldn't be dismissed and swept under the rug because she can't be bothered properly doing her job.
