I live in Saigon , have been for years. In d7. D4 is not dangerous anymore such fallacy! It was 20 years ago under the mafia rule. Not now!

District 4 was dangerous like a decade and a half ago. Back then, even the cops would not dare enter the alley ways because the gangs there did not have anything to lose. Nowadays its relatively safe. You might encounter a pick pocket here and there, but that's all.
