Here in the states, liquid chlorine isn't sold stronger than 10.5%. It's delivered to wholesalers and retailers at around 12% to account for eventual degradation, so it's best to fill up just after a delivery.

If the pool is growing algae just from a rain or heat wave there’s a good chance that either stabilizer is crazy low or that phosphates are way high - both are easy to test and correct. It’s far easier (and less expensive) to prevent a green pool than it is to fix one over and over.
