Yes no one is a Brahmana by birth. Being born into a Brahmana family gives some advantages in regards to gaining the right samskaras and education so that the person born into the family becomes capable of becoming a qualified Brahmana only after being formally initiated by another qualified Brahmana.

vedapāṭhād bhaved vipro brahma jānātīti brāhmaṇaḥ ||
"By birth one is a śūdra, by undergoing purificatory rites (saṁskāras) one becomes twice-born (dvija), by studying the Vedas one becomes a vipra (a learned person), and by realizing the Absolute Truth, one becomes a true brāhmaṇa." (Skanda Purāṇa)
na yonir nāpi saṁskāro na śrutaṁ na ca santatiḥ
kāraṇāni dvijatvasya vṛttam eva tu kāraṇam
“Neither birth, nor saṁskāras, nor learning, nor progeny are the qualifications to be a brāhmaṇa. Only brahminical conduct is the basis for brahminical status.” (Anuśāsana-parva 143.50)
The śāstra rightly places the emphasis on the quality of the individual rather than birth and community. If one is born in the family of brāhmaṇas and exhibits the qualities of a brāhamaṇa then surely they are brāhmaṇa. Similary if one is born in any other situation but shows the qualities of a brāhmaṇa then they are also to be considered brāhmaṇa. Even in the vaiṣṇava community you will find those who say they are "born vaiṣṇava". This is also only seen after the qualities of a vaiṣṇava are exhibited.
