Can someone PLEASE explain how halt prices are determined? Also, how do you know when that halt price is about to move? I see it all the time when the halt price is being played with, then all the sudden they will run it up as the halt price is about to move up. I thought it was rolling 5 minutes, but most of the time, it does this moving at random times. I have searched everywhere and can not find the answer!
