This means that Russia is also simultaneously upgrading its ability to defend against Stategic Nuclear Missles, to the point where it may no longer see them as a threat. If that happens, Russia can easily survive a Nuclear War that will annihilate its opponent.

Ukraine targeting defence against nuclear attack is the most reckless attitude.

If I were designing a Russian Early Warning System, it would consist of hundreds of identical transceiver modules, hooked up to hundreds of identical phase shifters, hooked up to hundreds of identical antennas. All of this would surround a supercomputer, housed underground. A cruise missle could get to the supercomputer, causing massive and long term damage. If I were Russia, I would consider the attack as an act of strategic nuclear war, and respond with nuclear weapons. But that's me.
