3.08 Ohms? IS that really acceptable for an insulation test?

I have a Tylo sauna which has stopped working. The company in Marin who installed it is no longer in business. Who can fix this? Clearly I will not be able to take apart the unit as the interesting vid shows. Help from the company?

Excuse my ignorance, i'm thinking of using a tylo element for an art installation. I want to generate steam and most importantly the sound of the steam being generated. Does the sauna one require three phase power (i'm assuming not as you said to plug into mains to check for a fault)
