Those people were not military people but young people (kids) that are flying military gliders to prepare them to (try to become) a military pilot. They are called the air cadets (don't confuse with the U.K. Air cadets) , and have no military training at all. It was not smart of the Belgian MOD to put them in a uniform and let them "walk" in the national parade that is for sure.
