What better way to protect coastal waters or coral reef sea life? Build unnecessarily expensive infrastructures over them and pretend it's the way of the future. I highly expect that there are or will be Arab people in the world with a common sense and slight hint of innovation. Just like Scandinavians, Japanese or Korean people. The key word is affordability and sustainability and not just spending Billions on attractions and gimmicks.
