How to use your foreign bank card on Alipay without a Chinese bank account

Sorry - me again! Is it 3% flat fee for transactions when using a foreign bankcard via Alipay? That's what various sites suggest but cannot find official confirmation in the user agreement.

Can i pay 1688 with this ?

Well, for my trip to Hangzhou, I decided to give up on Alipay due to not being able to receive verification code. Contacting Shanghai Bank is a pain.
Instead, I used Wechat Pay (Wexin), and it was surprisingly good for foreigners. I used my foreign phone number to register Wechat, got my identify verified using passport and linked my credit card (Citibank). And voila, to my surprise, small, under 110 yuan transactions all came through. I only got some warnings for large payment (>200 yuan) as possible fraudulent activities.
In short, throw away Alipay. Create a Wechat account and use it when you go to China.

So even if i only bind a foreign credit card to alipay, there is some chance it might not work on street vendors?

Unfortunately Tour Card does not work for me, so I will have to stick with the 1st method. But can I receive money to my Alipay balance if a friend transfers me? I tried to transfer myself with Wise, but apparently that does not work unless my Alipay has a Chinese mobile number?
