Neither Scott Perry nor Mike Pence can assert Speech or Debate Clause protections for their conversations with executive branch officials. In the case of Pence, when he asserts legislative privilege as President of the Senate, he becomes a congressional officer. In his role as a congressional officer, communications with executive branch officials explicitly fall outside Speech or Debate Clause privilege.
