how to enable if it is disabled even after installation?

I just want a gui remote access! chrome remote desktop is so convoluted to setup on ubuntu server I cant figure it out for the life of me... wtf... My iDRAC6 card is coming in the mail, but my other server is not a dell, So I need to figure this out regardless. Please help. How do I get a remote access that show my GUI please for the love of linux sudo christ --wtf
