Not to mention that Team Aqua was more villainous than Team Magma in the anime. Archie literally became corrupted by Kyogre's orb while Pikachu merged with Groudon's orb making Team Aqua more of the final boss than Team Magma.

Its really funny because I heard a while ago that the Magma Aqua stories in RSEORAS are somewhat based on a problem with real life Hoenn where I believe the government wanted to drain and build a dam on a segment of their shoreline because people needed to eat food they didn't have the land for over there while the people opposing it were worried for the endangered sea life that lived in coral reefs right off the shoreline. Team Aqua and Magma were the extremes of both sides to emphasis the ability to reach a compromise. So Meowth is agreeing with an organization that represents a body of goverment that cares for humans more than animals given this scenario in a world where people love their animals so much that they legally and religiously marry them.
