The Bureau of Indian Standards (BIS) has produced IS 17043 (Part 2) which defines specifications for general-purpose footwear for formal, semi-formal, casual, and other purposes covering various aspects of design, materials, and performance.
IS 17043 (PART 2) standard specifies requirements, testing methods, and sampling for general-purpose footwear, or shoes used for formal, semi-formal, casual, etc. Multi-purpose shoes are divided into two categories depending on their purpose: a) children's and b) adults. and both formal and casual shoes can have any shape or design agreed upon by the manufacturer and purchaser. Shoes can be made with fully molded or lace-up construction, or sewn construction, or strobel-fit construction, or permanent service, or any other required construction, depending on the design and style. There can also be one or more layers on the undersole.

Govt. Fee to apply for BIS certification for General-purpose shoes:
Application fee: 1,000/- INR
Annual fee: 1,000/- INR
BIS inspection fee: 7,000/- INR
Minimum marking fee: Rs. 148000 for Large Scale, Rs. 119000 for Medium Scale, Rs. 119000 for Small Scale, and Rs. 119000 for Micro Scale Enterprises units.
BIS testing fee: 30,000/- INR (approx.)
Concession in govt. fee for MSME units:
50 to 80% concession in govt. fee for MSME units, new startups, and women entrepreneurs.
Validity of the BIS License for General purpose shoes:
365 days.
Step-by-step procedure to apply for BIS certification for General-purpose shoes:
Step 1. Pre-testing of the product from a third-party laboratory approved by BIS.
Step 2. Fill out the application along with the requisite documents on the BIS Manak portal.
Step 3. Payment of the government fee as applicable.
Step 4. Scrutiny of the application by the BIS officers.
Step 5. Factory inspection will be conducted by the BIS officer at the factory premises.
Step 6. During factory inspection, the BIS officer will check the plant layout, process flow chart, competency of the QCI Person, testing facilities, etc., and after verification, samples will be sealed by the BIS officer.
Step 7. Dispatch the samples sealed by the BIS officer during inspection to the concerned BIS Central laboratory and submit the POD (proof of delivery) of the samples on the BIS Manak Portal.
Step 8: After the final examination of all the documents by the head of the BIS Department, the license for BIS on wheel rims will be granted.
Expected BIS License delivery period:
30 to 45 days

As per the quality control order, BIS certification for General-purpose shoes: with rubber soles is mandatory for manufacturers and importers of canvas shoes to sell them in the Indian Market.
