Oh god, the KB4033637 is still loading and has yet to finish uploading. This is an infamous patch due to lack of documentation and description. I have this update and when I check the package in DISM, it says "Suspended". Maybe that the reason why my W10 V1607 refuses to update stuff or give the error message. It's annoying! It's better to uninstall it.
