Android 21 isn't canon but the person she's based off of is

Android 17 & 18, while technically Cyborgs have only a few cybernetic components (mainly their shutdown circuit & self-destruct devices, though the bombs were eventually removed by Shenron thanks to Krillin's wish) as the rest of their bodies were enhanced by artificial bio-matter, yet they retained the ability to reproduce naturally as both Android 17 & 18 have produced biological children with their respective spouses (it remains to be seen if their offspring inherited any potential biological enhancements)! Android 17 & 18 are technically cybernetically enhanced Human-type Earthlings, though unlike Cyborg Tao, they utilize the same artificial energy as 13, 13, 15, 16, 19, & 20 utilize as they cannot be detected using Ki Sense & like 16, 17 & 18 never run out if Energy or Stamina as they are Perpetual Energy models, a feature which 19 & 20 lack as it makes the Android harder to control, as 19 & 20 are both Energy Absorption models (it is unclear if 13, 14, or 15 have perpetual energy or not as the film never addresses it)!

What about cell max ??

Android 13, 14, & 15 of the main timeline were ultimately scraped by Dr. Gero (it has been theorized that the three & Super Android 13 were actually an early prototype for Cell given Android 13 could absorb the components Android 14 & 15 to transform, just as Cell could absorb Android 17 & 18 to transform into his Semi-Perfect & Perfect Forms)! It should be noted the Super Android 13 film takes places in a non-canon parallel version of the main timeline where they weren't scrapped by Dr. Gero)! Dr. Gero claimed to have scrapped all Androids before 17 & 18 (Android 16 was also sparred due to Android 16 being built in the image of his son Gebo, who had been killed by an enemy bullet before Goku came into conflict with the Red Ribbon Army & couldn't bare to see him destroyed which is why he paradoxically programmed him to be gentle, yet retained his old programming to kill Goku as it was ultimately Dr. Gero's love for his son's memory that he refused to see Android 16 destroyed by either himself or his enemies & and why he was against 17 & 18 activating him)! Dr. Gero also failed to destroy Android 8 (in the anime, Eighter's bomb was removed by Dr. Gero's former colleague, Dr. Flappe) who is the only surviving Red Ribbon Android created during the heyday of the Red Ribbon Army itself, with Eighter being defective to the point he willingly betrayed the Army as he had no desire to hurt anyone, thus refused to kill Goku when ordered to! So as far as the main timeline is concerned Android 13, 14, & 15 were scrapped, with only Android 8, Android 16, 17, 18, 19, & 20 being completed while Dr. Gero was still alive (his conversion into Android 20 was overseen by the loyal Android 19), with Cell's development being trusted to his supercomputer (which is why Android 17 & 18 were sparred as they were components necessary for Cell to achieve his perfect form, though Present Cell would never get a chance to absorb them as his alternate future counterpart alerted the Z Fighters to his existence leading to the destruction of the Present Cell, the underground lab, & Dr. Gero's Supercomputer)! Ultimately, Android 19 was destroyed by Super Saiyan Vegeta, & Android 20 lost his ability to absorb energy thanks to Piccolo destroying his hand mounted energy absorption pads & him being murdered by the rebellious 17 & 18 who hated Dr. Gero for kidnapping them & turning them into Androids against their will! Ultimately Android 16 would be destroyed by Cell (in Fighter Z, he would be rebuilt by Android 21 only to be killed by her evil persona for aiding her enemies and/or her original good personality in the game's three different story arcs), while Android 17 & 18 would survive (Android 17 being resurrected due to him dying when Cell self-destructed only for his core to survive & regain his perfect form which was enhanced to Super Saiyan 2 level of power due to a Zenkai boost from surviving a brush with death which Cell achieved despite the damage being self-inflicted though this is presumably a side effect of his artificial nature & the combination of genetics from multiple individuals and/or through his genetic abilities being enhanced or simply not applying to Cell)!

Android 21's origins are unclear though she is apparently a new type of Bio-Android (Cell & the Cell Jr. being the first of this type) with the addition of Majin cells (acquired from Good Buu, which contains the potential of Kid Buu as it is the basis for the Pure Majin form, which all Good Buu's Majin descendants can gain access as shown by the Clone Buus which all appear in the Pure Majin state & as they are heartless thus are just incarnations Kid Buu, as any Majin who achieves their potential via Pure Majin state runs the risk of becoming another incarnation of Kid Buu unless they retain their heart aka their original personality) and the genetics of countless scientists & researchers giving her intelligence potentially rivaling Dr. Gero)! However it is unclear if she was created in the image of Gebo's mother (with her genetic template being utilized) or was created using Gebo's mother as a base (similar to how the twins Lapis & Lazuli were used as the base for Androids 17 & 18), as it is unclear if Android 21 is the original woman converted into a Bio-Android (willingly or unwillingly)! It is also unclear as to what sort of relationship Dr. Gero had with Gebo's mother other than they apparently both loved their son, though it is unconfirmed if they were ever married (as Gebo could have been conceived out of wedlock & even if they were married it could have ended in divorce as that sort of thing isn't uncommon especially in light of their son Gebo's demise while serving in the Red Ribbon Army after he was shot to death by an enemy bullet during one of the Red Ribbon Army's military campaigns)! It is also unclear if it was Dr. Gero and/or his supercomputer that was responsible for Android 21's development (the Supercomputer could have created her following the defeat of the Cell from another timeline & the destruction of Present Cell by Krillin & Future Trunks)! Android 21 and her original good personality felt a strong connection to Android 16 due to him being constructed in Gebo's image to the point she recovered the remains of the original & implanted his memories into a new body, though without the programming to kill Goku which was either lost or Android 21 elected not to include it out of fear it might drive him to confront Goku following his resurrection by Elder Kai's Life Transfer! It is heavily implied that her Majin cells (which are inherently magical in nature) or her unique cellular makeup made her cells unstable (Majin cells are likely beyond the understanding of mortal science, as Demon Realm science which Towa & Fu utilize is magic based due to Demon Realm having been established by wizards of the heavenly realm & possibly Demon Kai & Demon Supreme Kai, thus their ability to create artificial Majin like Fin, Haru Haru, Shun Shun, & majin Bio-Androids as well as successfully incorporate Majin cells into Demonic Bio-Androids like Mira & Fu makes sense as they have a better understanding of magical forces & due to some of Demon Realm's founders originating from the heavenly realm possibly being familiar with the forces of creation utilized by the Supreme Kais due to their role as Gods of Creation in contrast to their counterparts the Gods of Destruction) which results in Android 21's mental instability & insatiable hunger!

Android 9 isn't Commander Red like some believe as he is actually an Android built in the image of Commander Red (albeit taller than the original) who appears as a boss in Dragon Ball Online (having been found & reconstructed by the Red Pants Army an organization that acts as a successor to the Red Ribbon Army in DBO)! Also, the Dr. Gero, that works for the Red Pants Army, is a clone of the original (which is why he has created multiple Android 16's he is willing to sacrifice as he lacks the original's love for his son Gebo whom Android 16 was constructed in the image of, as 16 is fully mechanical & not Gebo converted into an Android as Gebo died after being shot while serving in the Red Ribbon Army under the codename Gold, with his death occurring long before Goku came into conflict with the Red Ribbon Army)!
