Out of the shower I don’t dry my face and leave it soaking wet then I apply toner till my face is soaking wet with toner then I apply gel moisturiser over soaking wet face. Is this bad?

Also do you have any idea why my face looks really shiny and a film on top of skin? Also couple hours later if I put water on my face and run my finger over my face I can feel it being very slippery like there is product on my face that just stay on top of skin. Why is this?
