Hot Tub FLC or FLO Error Code | Hot Tub Not Heating

Hello new subscriber here. I have Flo error, check and took of the filer, reset hot tub, all pumps are working, all jets are working, tried to adjust old pressure switch, still error, placed new pressure switch , I still have Flo error every time if I turn on pumps or increase the temperature, hot tub does heat up but not fast. If I jump the switch I get FLC error instead of FLO. Artic spa. I would really appreciate any further advise

I do not have a pressure switch, what do I do? I drained it and refilled it by putting the hose in through the drain to make sure I have no air bubbles. My pumps are working. When I turn it on it will go through the steps. It turns pump 3 on, pump 2 on and finally pump 1 then it will run the circulation pump on and then throws Flo code. I tore the circulation pump apart and everything looks fine. Could you please help me
