Why rising sign first ? Just curious

I'm a Scorpio, a lot of people actually manage to guess my starsign and I'm not even really into Astrology. I just don't understand how being born at a certain time of the year can give me certain personality traits. Also, as a New Zealander it makes me wonder whether the starsigns should be different for us born the southern hemisphere, those certain constellations aren't visible at that time are they? Would like to know what people think about starsigns and whether or not being born in the Northern/Southern hemisphere makes any difference
