I mean why fight multiple hidden villages for a single clan, when all you really need are jinchuriki candidates, which they could get by "sheltering" the survivors, and their sealing techniques which could probably be learnt with sufficient effort from a scroll. I know it's dumb to apply irl logic to fiction, but if the writer wanted this to be concretely known instead of speculated about, he'd have written about it.
