Sadly, this woman has no business being behind the wheel of any vehicle. She is completely unable to keep her vehicle on the road in an enclosed and safe evaluation area. There's just no way she could be safe on a real roadway. If she were to drive on a real roadway, her next accident could involve innocent bystanders. It's much better for her to have a family member drive her, a taxi, or use public transportation.
