It takes him longer to get there but the end result is the same

Tbh nowadays I think I like this one better. Except for the slow buildup the moment it actually goes down to it it really slaps hard without a lot of distortion.

I think I might know why this song is better than Rules of Nature: unlike Rules of Nature, which is sort of about the RAY beating around the bush and kidding itself about what it actually is - supposing it, and Raiden by extension, are alike natural animals, being the predator and the prey - this is the RAY entirely frank about what it is and giving in, a la Raiden during the story recognizing he's a killer, his "tool of justice" schtick just a way for him to cope/distract himself about the fact he's actually a killer and enjoys killing. Look at the lyrics, Locked & Loaded, let the Mercury rise on up and it boils in my blood, it's quite decisively not natural compared Rules of Nature's natural veneer.
Though sure, there aren't really many lyrics to properly divine a meaning about the song, but with what there is and how it's basically the purer form of Rules of Nature this seems to be the case. At least, to me anyway, this is my interpretation and I've been thinking on it a long time, so if you've got a different interpretation then let's hear it.

This theme makes me wish there was another metal gear boss battle in the game and you fought against a Rex instead.

That driving bassline is incredible.

I think it still had a great theme to it.

Here’s what they should have done
Used rules of nature for the fight against MG Ray. Then had locked and loaded for the fight against grad. Cuz they reuse rules of nature and it doesn’t fit.
The whole point of rules of nature that it’s a metaphor for a tiny prey (raiden) beating a massive predator (Ray)
Lock and loaded would have fit Grad much better cuz grad isn’t that much bigger than raiden.
Also then we’re not losing an awesome song to the dust

This is the Rules of Nature if Metal Gear Ray fought Raiden again after he got his new body. I mean there was 2 Metal Gear Rays; both destroyed, whose not to say there wasn't 3? In MGS2 there was 25 Metal Gear Rays, so whose not to say there shouldn't have been a third in MGR:R
