I do have one question, could you please clarify me
If I want to enable email notifications for one individual user, I can enable user settings (notifications).
But If I want to enable notifications for N number of users or N number of assignment groups, How can we achieve this?

I tried to send email from the incident but it is not captured in the activities. The notifications is enabled for user, what could be the issue

there is on out of box assignment rule "Networking", if I create an incident as per that conditoin it should be auto assigned but it is not happening, please reply

Quick question: Are emails in some type of queue, that Users/Notifications can subscribe to? Because as soon as you enabled the users notification, the email was (I guess resent automatically) without having to send the email again.
