The main problem for all plots agaisnt Hitler, after September 1939 to neutrlize just Hitler himself, but as much as the top echelon needed to be killed, or at least imcapacitated for several weeks.

That was the main reason why Stauffenberg et al. choose to attack Hitler at the "Wolf's Lair", for there would have been most top staff present.
