EB2-NIW visa for entrepreneurs

Hi, great video.
I have a question: For a person applying outside of the US, when EB2-NIW is approved, an immigrant visa is needed to enter the US.
I have heard that when a person applies for an immigrant visa at the US Embassy, It is often asked to provide an offer of employment in the US. (even though NIW waive off the employment requirement). Could you share your experience regarding this?
