Abandoned Permanent Residency

What if there is a minor abroad with LPR status and was totally oblivious to the existence of that status, then that child grows abroad without maintaining the LPR status, therefore (unknowingly) "breaking" or "abandoned" the LPR status, but then has the opportunity to travel to US and with that they learn they have an abandoned LPR (used to have LPR status)?

My dad had a permanent resident card. He came to the US, and we found out he had diabetes. He felt bad that it was going to be too costly to be treated here and decided to go back to his country. It has been 8 years and we would like for him to come back, a few months each year, and enjoy his grandkids. His permanent resident card has expired. I submitted form I-90 Application to Replace Permanent Resident Card. But based on your video it looks like I did it wrong.
I am not able to recall the form I submitted and paid $540 for. What are your suggestions?
