You mix up the hate here. Some of these characters are hated in a fandom sense while the others the fandom loves to hate because they are fantastic villains. You should nail down which you want to go with.

So glad Akainu is on the list. I hate him since day 1 as he killed Ace ultimately scarring Luffy and putting the entire Grand Line and The Straw Hats who got separated into different islands are training to destroy the stupid Navy and The Celestial Dragons in shock and it royally pissed off Jinbe which he decided to joined Luffy's crew to avenge Ace's death I hope Luffy, Jinbe, Franky, Nami, Usopp, Chopper, Zoro, Brook, Nico Robin and Sanji kick Akainu's ass. Even though the anime is on Hiatus till April 2025 in the meantime WWE Raw since it's leaving USA Network for Netflix on January 6th, 2025, NXT on CW and Smackdown on USA, Kinnikuman Perfect Chunin Arc, Demon Slayer and Dragon Ball Daima will keep me occupied I can't wait to see Broly in chibi form!

Liz from I'm the villainess that will go down in history. I don't know if she'll get better, but wow do I hate her. Nearly getting our main girl killed and turned her childhood friends and brothers against her along with the whole school. Too idealistic and will get people killed if not kept in check.

Alois getting his happy ending made me upset(not that he didn't go through traumas), Mahito was just killing out of boredom. I actually like Mineta, his only flaw is that he's pervy. Nina was deranged. Akainu...well we saw how the white beard war ended(definitely hate him and am waiting for his comeuppance). Kisaki was a power-hungry prick(remember when he ran out into the streets?). Danzo got played xD, Seryu was delusional. Shou threw away is daughter for rank and title to continue his research(also rip Alexander).

Myne is disgusting, selfish, jealous, petty, evil, deplorable witch(and if you haven't seen The Rising of The Shield Hero, what happens in the beginning is beyond wrong and this set a hard groundwork and change of personality for the protagonist. Similar, smaller version of what happened happens later to each hero when they fall down on their luck and they're so sucked in by the lies that they can't even see straight). I don't know if she's the worst on this list, but she is ruthless and will pretty much do anything to get what she wants(including trying to kill a family member). For her crimes she should have been killed(slowly over time like a wilting flower in a dungeon cell in my opinion) I really hate this character. Though I think I hate Akainu more since Myne didn't succeed in killing anyone, and Akainu...I'll go along with whatever Oda writers Luffy to feel about the situation.

Personally, I think your number 2 pick is my most hated character pick. Just if you literally do something so bad that mercy-killing a creature that used to be a little girl is actually the morally better option for the literal revenge-fueled serial killer to do, you just f*cked up with human experimentation that basically is on the same level as some IRL nazi scientists.

I do like Scar, as a character, since he's complex and interesting and fully admit he was probably in the right on that particular set of kills via murdering Shou Tucker and making sure Nina wouldn't be a government lab rat there.

Mahito will always be a hated curse forever after everything he did like putting Yuji through hell and going as far to kill Junpei, Nanami and best girl Nobara. His death at the hands of Geto was more satisfying.
