It's being reported that Baltimore harbor pilots were in control of the ship at the time of the crash. When the power went out it did not go too far off course. When the power came back it appears they tried to reverse engines, and the resulting veer to to starboard is exactly what you would expect in that scenario and definitely not what you would want to do. You need to be under forward power to have port rudder control. So, at least at this point, it looks like incompetence. We'll find out, I guess.

Just got word that this ship was having a draught issue with being overloaded 24 hrs prior to leaving port

It looks like an old overloaded vessel! My family that lives in the area said it was an avoidable incident! We will find out who is at fault after the investigation. There is a lot of commerce going on that depends on that bridge! My son who has worked on bridges as a member of the Union said that they had to wear harnesses and protective gear but the non union workers they hired had no such requirements! Just something to think about!
