Venice is an OP civ tho. I have turned many a civ into a city state with the unlimited unit purchasing ability anywhere you have a puppeted city state.

I won as Venice cause ocean sea trades is broken and building high is also ridiculous I won with culture though cause I realized I was really close

Venice was weak, imagine not owning literally every single city state in the entire game and outvoting everyone no matter what.

In Civ4 I was The only one who could build nukes then everyone Else voted for banning them.

I still wanted to see what they were like so I started invading so that we could Have a revote and bam nukes were now okay to use 😄

It was dissapointing to say The least.

And thus the world powers united and exterminated every crab on the planet.
