I dunno if my boy Dong knows this, but; the deaf/blind community has a distinct form of sign language known as Tactile, which has variations from region to region the way sign language does. And a lot of Tactile speakers are very receptive to vibrations against the skin.
So I shared this with my friend who uses Tactile, in the recommended way. And their response was, first and foremost, that it was "very cute". But also, that the ideal place to put a speaker turned to max for this is actually in the little soft spot just between the earlobe and the top of where the jaw begins.
They obviously don't get ASMR in the same way sighted and hearing people do. But they definitely agreed that this video, with a speaker against that spot, was "very tingly". So I think that's a hell of an endorsement!
