I 100% feel like the timeskip would still occur. I feel like Luffy would feel he couldn't keep his promise to save Ace since WB did I he would also see how strong everyone is and take it upon himself to get stronger, there were 3 big factors in him training it was Kuma attacking everyone, Magelon at the prison and losing Ace. 2 of those 3 still happen. I feel like if anything he would still train with Reighly but have Ace there or helping in some way.
