When a native speaker says that the T is pronounced like a D in words like CITY, BEAUTIFUL, GUTTER, etc., they refer to the English D between vowels, NOT the Spanish D between vowels, that is the big mistake here. The English D between vowels sounds like the Spanish R before a vowel, as in TÉMPERA. The mark ̬ under /t/ = /t̬/ indicates that T is pronounced as the R in Spanish TÉMPERA. There is another symbol to indicate that, and it is /ɾ/, so LADDER and GUTTER can be transcribed as /'læɾɚ/ and /'gʌɾɚ/ respectively.
