actually its sada shiv not the rudra/shiv who manifested before brahma and vishnu in infinite pillar of fire.rudra or mahesh who is consort of parvati is avatar of lord sada shiv just like krishna is complete incarnation of lord vishnu.sada shiv consort is ambika/shakti whereas rudra shiv consort is parvati.sada ahiv complere incarnation is mahesh/rudra and ambika shaktis complete incarnation is sati/parvati.thanks
