It's possible to enable the recycle bin for network users/domain users, but by default the recycle bin is not available.

@ScammerPayback We now know that "scammer truely can (likely did), recover all deleted his files" on his computer - proof was confirmed by another subscribers comments (hopefully now deleted), you also admitted can be done if they're as computer savvy as that particular scammer. These people are persistent and unfortunately won't stop.
